My dear Sir Matthew,

In reply to your letter of 20th July 154/08/C.S.U., I am asked by my Committee to inform you that having carefully considered the conditions proposed therein, they have come to the conclusion that it will be for the benefit of the Community to accept them, provided you could see your way to adopt the following clause, drawn up and suggested by Dr. Jordan:-

"If at any future time the Government finds that from any reason whatsoever it cannot continue to carry on the work as provided in the above Clauses, a Meeting shall be called of Doctors in the Colony, and of others interested in the Nursing Question, when the full amount of the money taken over when the above agreement comes into effect, shall be handed back to the Trustees to be appointed at that Meeting for the purpose of re-establishing the Hongkong Nursing Institution".

I trust that you will consider this a fair proposal. The Medical men on the Committee were also desirous that the following expression of opinion on Clause VII might reach you.

"With regard to Clause VII it is suggested by the Medical Members of the Committee that the fees to be charged should be the same as those originally charged to non-subscribers, viz.:- $120 for ordinary, and $130 for maternity cases per month. In the opinion of the Medical men, the higher figure would probably deter many from employing European Nurses".

With reference to this suggestion, I would wish to point out that the original Non-subscribers fees alluded to, were fixed to represent about the same amount as the subscribers fees, plus...
